win 8.1 battery saver issue

hi,
i'm not here to talk about the battery drain issue.. the actual problem is that i'm not able to select the battery saver option from settings. my battery saver mode was on before i did the update and it is still on.. i'm not able to turn it off!!
not getting whatsapp notification pop ups due to this..

and also the volume "up" key is not working !!!
what should i do? will soft resetting the phone fix these problems?

Can't u even open battery sense app?
Hard reset might fix these issues so take a full backup.

nah its not working!! even soft resetting is not working... should i go for hard resetting??!!

I had that issue where I couldn't open the app anymore, hard reset solved it for me

Im not having prob with battery sense app... Im talking about the option in settings... Im not able to open it. Is that the same problem you faced??
