win10 maps app I have offline map stored, but maps doesn't display anything

I have an offline map loaded, but the Maps app does not display any details when I enter any address, even if I have wifi and location selected.. Please help me with this app. Surely it should display even when wifi and location is off?!

Did you try restarting your phone so it can clear up cache and start fresh?

Is there a way to force a restart, or is a soft reset the same thing? I tried a soft reset, but I am still not seeing any street details, either with wifi and location on OR off
