Windows 10 Extended Monitors showing Large Icons

Have recently upgraded to a Surface Pro 4 with the Surface dock and have 2 external monitors connected. What I am finding on the extended monitors is that Microsoft programs seem to have scaled correctly but if I create a shortcut on the desktops of the extended monitors it is huge and mouse over tips on programs are coming up in a huge font. Even when I set scaling to be 100% it still does the same thing.
 
A logout and re-login with monitors plugged in usually solves this issue.
The DPI settings in Windows 10 are not the best. Although there have reportedly been major improvements related to DPI scaling in last 2 Windows Insider Fast builds.
 
Make sure one of your external monitors is set as the primary display. Of course then the icons on the Surface are really small...

Tried that but no luck. Hopeully something in upcoming updates will resolve the issue. Thanks for the replay.

Even with this option it seems to be running at a zoom percentage even though all displays are set to be 100%.
