Windows 10 FCU does not include onedrive file-on demand?

Assume 16299.15 is the RTM build of FCU. I did a fresh installation on my laptop but I found that onedrive is still old version without file-on demand feature. So MS is going step backward again?

It does not seem to have it included. You will have to join the insider program to use it.
