I have a spot on my 2nd monitor lower right hand corner starts from the top of the taskbar until about an 1" and 8" from the right that doesn't respond to mouse clicks.

could be a issue with your monitor itself, but as you mentioned that the affected area also don't respond to mouse clicks so do tell us more as when you first see this issue and have you recently done some hardware changes?
