Windows 7 Ultimate repeat restarts at Startup!

I don't know what tablet you are using, but you can't fix your computer without a Windows installation media (USB, DVD, whatever). I am assuming it's not a Windows tablet so you can't make a bootable USB from the Windows 10 ISO using it. I am at a loss for words...

Is there any other way to fix Windows 7 Ultimate Laptop? I am currently using my Samsung Galaxy Tab 2 10.1.

Other than asking a friend to create the installation USB stick for you or getting a DVD/USB from someone else? I don't know.
