Windows 8.1 Bluetooth with Nokia 520

I'm having problems connecting my Nokia 520 (with latest OS) to Windows 8.1.
I select Pair in Windows, enter the key on the phone, the progress bar in windows moves a little, then says connected. At the same time, the phone changes from connected to not connected. 20 seconds later, Windows shows as not connected.
I then go round in circles.

I've tried this with 2 PCs, both fail in the same way. Other devices (Blackberry Playbook, Blackberry Bold) connect fine. I have problems connecting an iPad, but the problem there seems to come from the iPad.

I have no problems connection the phone to a Parrot hands free or the hands free in a Mercedes.

Is this a common problem? Do I just need to wait for WP8.1, or is there something I can do?

The bluetooth stick shows up as a Blutonium BCM2035 which I believe is pretty standard kit.

i have the exact same issue with my 920 and my windows 8.1 laptop (dell xps 15 haswell version). They pair but dont stay connected. i want to play music from my phone through my pc speakers but cant seem to do so
