Windows Device Recovery won't allow Lumia 640 to rollback to 8.1

I have a strange problem that I cannot figure out. I have a Lumia 640 LTE with firmwaver version 02177.00000.15184.36016 and OS build 10.0.14342.1001.

We plan to give the phone to our child and I would like to rollback to 8.1. I have installed Windows Device Recovery version 3.4.34; however, it's says 'Package not available for this device' and the install software button is greyed out. I haven't run into this before; however, it's been awhile since I have rolled back from a version of WM 10.

Any ideas of how to resolve this?

Thank you for the information. I did try that a few minutes ago and is unable to locate the device when I click on 'device not detected' per instructions.

Ideas from anyone else?
 
Was this phone ever flashed to a different firmware per instructions found elsewhere in the forum? I did that on a 635 and it is no longer possible to use WDRT on that phone. Somehow it breaks that ability. I don't know for sure if it will break a 640, though.
 
Is there way to determine if I flashed a different variant? The only way I have ever upgraded this phone is through windows insider.

At least, the that is all that I recall ever doing.
