I've had this issue a few times now where 'windows explorer' will stop responding when I connect external displays (this has happened now with two different monitors, one VGA the other display port). The taskbar freezes and no programs can be launched. I can load the Start screen, but then I'll be trapped there (desktop won't reload). If I can get to the Task Manager, a 'restart' on Windows Explorer will fix everything, but this isn't always possible.

I haven't sorted out the exact sequence of events that leads to this, since most of the time my displays load up just fine. I was hoping this last batch of updates fixed this issue, but no such luck.

Try this: run ShellExView as admin, disable all non-Microsoft shell extensions, reboot and try connecting external displays again with Explorer open. Does it help?
