Windows firewall is blocking my local area network

os windows 8.1 64 bit

I have a network with my desktop and my laptop.

From the desktop i can't access to the laptop
From the laptop i can access the desktop

The firewall from the laptop is blocking the sharing
If I disable the laptop firewall my problem is solved.

How can I configure to unblock my network without disabling the windows firewall ?

How can I discover the rules blocking my connection ?
