I don't see why not but make sure you have Windows 8.1 Pro and not Windows 8.1 Standard. Also be aware that for Hyper-V your OS type needs to be 64-bit.
I have windows 8.1 embedded industry pro 64bit.
I'm not entirely sure that it will run on that version of Windows, but give it a try and let us know ;-)

The file system of the emulator is not encrypted. As a app developer I might not want other developers to get my stuff

These are 64 bit Windows 8.1. cmd > systeminfo shows that CPU can run hyper-v. The only solution to this I think is reinstalling windows
That might be your only option, try refreshing Windows if you haven't already then try the emulator. If that doesn't work then try the reinstall option.

just if you have VT-d or Virtualization capable CPU, u need to enable this feature in uefi-bios... and it will work !! No reinstall...
