Client Hyper-V is only available on Windows 8.1 Pro 64-bit for a good reason, consumers have no need for it. That's why that component isn't in Windows 8.1 64-bit, you could use the anytime upgrade to add the missing components and turn it into 8.1 Pro. I did that on Windows 7 Home Premium to turn it into 7 Ultimate and it was indistinguishable from a standard 7 Ultimate install.
That would be the quickest and best way to get Hyper-V without completely reinstalling the OS.
