Windows start menu and explorer not working

I am getting a weird issue where sometimes the windows menu bar and start and windows explorer just won't open. And I have to sometimes restart the computer multiple times for it to be responsive.

Also quite often Spotify randomly freezes and when I try to reopen it I get the error "this application is not responding".

32GB DDR4 2666MHz
256GB 970 NVME M.2 SSD (OS stored on here)
4TB Samsung QVO SSD
RTX 2080TI
Corsair 750W PSU
