WP 8.1 SDK for Visual Studio 2012?

Is it possible to get the WP 8.1 SDK for Visual Studio 2012? Do I have to upgrade if I want to develop for WP 8.1? I know that I can get Visual Studio Express 2013 but that would be a significant downgrade from VS 2012 Ultimate.

I haven't used yet but I do believe you need visual studio 2013 with latest updates for sp 8.1 sdk
