Correct and I wouldn't be surprised if people on 8.0 wouldn't even be able to download 8.1 apps.

SO IN SHORT IDENTICAL TO THE TRANSITION FROM WINDOWS 8 TO WINDOWS 8.1! Case closed.

Except that you could instantly install Windows 8.1 on every machine running Windows 8, while the WP updates usually aren't thaaaat instantly distributed to the phones, depending on carrier probably never ;-)

Ehh I mean 8.1 was staggered by region if I remember. But yes, I suppose you have a point there.
