If you go to page 11 there's information on where to get the app. I posted a link to the WPC article (something they should have did on the first page)

It's a free app. You can either use the QR code from the article or try Sysapp pusher.

If your phone has GDR2 and Amber update from NOKIA, then yes the Glance Background app is free and will work for you.
