Yellow lines at edge of screen--cannot use device after installing latest update

hello to everyone

I installed the latest update version of Windows phones. WhatsApp after the program has enabled something wrong in the settings, I guess. Currently available in yellow lines at the edges of my screen and I can not use my phone as anything. Can you help urgently?

soft reset. if that doesn't solve it, hard reset
