"Your Phone Is Having Trouble Connecting"

I purchased a new Surface Pro 2 for my daughter for Christmas.. When she hooked up her Lumia 820, we got the "ding dong" sound of connection but the Windows Phone app always said "Your Phone is Having Trouble Connecting".. We have restarted her phone, all the xbox cloud services are already turned off, there is no memory card in the phone.. We even tried turning off the firewall on the surface, that also did not help.. Has this issue not been solved yet? We need to sync apps/music/photos/videos..!

Thank you! The desktop app told us her phone was already owned by another PC and let us re-own it to the surface.. Now everything works!Thank you Thank you!
