Youtube Video Streaming Problem

So in the last day I've noticed a problem when watching videos on youtube. I'll start the video and I can see the video load ahead of where I currently am in the bar on the bottom of the video. It used to just load and I'd never have a problem buffering or watching the video. But now the light grey bar fills up to the end of the movie then jumps back to my current position on the video. Then it starts loading ahead of me again. The problem is when it jumps back it pauses the video for 1-2 seconds before continuing again. At first I thought it was possibly my internet. But i've tested it and that is not the case. This happens regardless if I am steaming in 720 or 480. So it's getting very annoying. Any ideas?
