why is my Bluetooth completely off???

Hey guys,I have a Lumia 1320 build14393.576!(I change register to get this build,actually in about my phone write Microsoft Lumia 950xl)
So after update my phone to windows10 in quite action show Bluetooth not connected and i can't turn on Bluetooth actually disabled Bluetooth to off, and show this message( select the check box above only if your Bluetooth device has problems with speech recognition)
So what are doing now to enable Bluetooth???

Go into settings and look in the bluetooth tab. Make sure they are no external apps or security and other components blocking bluetooth. If it's a new phone, do go in and see if a technician can help you.
