Rollback to WP 8.1 from WP preview mobile build 10549

I have Lumia 830 and i installed insider preview mobiile build 10549. Now i want to rollback to WP 8.1 ,but i can not to do this. Windows Device Recovery Tool vers.3.0.1
saying just after downloading only error. Nothing more, no error code.

This may be due to a virus scanner/ firewall setting, a "slow" network, a "problem" with the network you connected to.
So check your virus/firewall settings, your "download" speed.
Can you use a different network?
