Why am I not getting push notifications?

Why am I not getting push notifications.

As of about 6 hours ago my whatsapp and facebook messenger have randomly decided to stop my push notifications, I have to unlock my phone and navigate to the actual apps in order to check my messages.

I have tried.
-Every FAQ on the subject that the Whatsapp website offered
-Multiple phone resets and app reinstalls
-Multiple changes to the notification and battery saving settings.
-Various tricks posted by forum users on different websites, though all of these posts were atleast 4 months old.

Whatsapp and messenger currently won't even show up in the action center management list after I re-installed both of them.

I really dont know whats causing this, any ideas?

This is a long shot, but go to battery saver, swipe left to view usage, navigate to whatsapp/ messenger, tap on the app and check if they are allowed to run in the background
