Cortana in other than US regions still listening you!

I have my WP 8.1 in russian language and Spanish regi?n, and I found that althugh Cortana is not available for me, it's still gathering information about me and sending it somewhere!! Interesting, eh? What is the purpose of that Cortana listener if I don't have any benefit of it?? Can somebody explain?? (pic is attached)

No, im not... What i noticed also is that Phone check my location MUCH more often

If you delete from the word Cortana the C the o the r, put a N, delete the t, the a and the n, put a S, then what do you get hmmm??? It's so obvious!!

Found Cortana gathering information on my Lumia 620. I had never enabled US region, and my phone is constantly in India region even after upgrading to WP8.1 developer preview.

Cortana works as TellMe when outside unsupported region. You still have voice commands available and that requires internet connectivity.
