8.1 Developer Unlock - Not working

I'm getting Error 0x64 when trying to developer unlock devices.

At work we have a bunch of 8.1 Phones (830's and 530's) and PDET's (FZ-E1) that are developer unlocked with free developer accounts. However we can no longer developer unlock devices. New devices won't unlock and if we unregister an unlocked device we can't re-register it.

Can anyone confirm that they can still developer unlock an 8.1 device? My fear is that Microsoft have pulled the certificate and not told anyone (like the did with 8.0).
