Access point and Internet sharing not working on WP 8.1

Hey guys, i just updated my lumia 1520 to WP 8.1 and it worked perfectly. However, when i tried to factory reset my phone to change region and make Cortana work (before the factory reset i cannot open cortana even when i change region), suddenly the access point and internet sharing didn't work anymore, the operator always show inactive. Moreover, on the top of the screen next to the operator and wifi icon it has a sim tray icon. I've tried couple ways such as restart the phone, update or reinstall the access point but it doesn't fix the issue. Anyone have any idea about my problem ?

it seems access point is not compatible with cyan. sms/email works out of the bat without messing with apn settings. also internet sharing works without going thru the hoops. att 1520 on tmobile. who knows why some devices are not working.

It doesn't work for me either, however, Internet Sharing is working now, which is odd.

In cellular+sim setting you can set apn without APN app. So I need to delete apn app..... Any solution?

maybe your settings apps need updating. Use sysappp pusher to update them manually.
