After GDR3 developer "Unable to Switch off Lumia 720 only restart"

Ok guys I updated my Lumia 720 to GDR3 developer edition, but the phone doesn't switch off !!!!!!!!!!!!!!!!!!!!!!!!!!!
only restart

I tried some ideas like

1- Soft & hard reset.
2-Switch off and I wait until phone reboots. Once back on the lock screen, press the power button to shutdown again.
3- Plug my phone to the computer then I wait for 10 secs, right click on the usb hardware device icon at the right hand side then I clicked on safely remove hardware. Wait for another 10 secs, unplug the phone then I try to turn it off.
4- turned off the 'MOBILE DATA' and then switched the phone off

switch back to amber and loose GDR3 ? he is already on amber (GDR2) and install developer preview
