Any good photo collage apps for W10?

My wife was looking at making some collages (on sp3) and tried out picsart and phototastic but had little luck with either. In one she wasn't able to successfully save and the other would not let her resize photos to fit. picsart on android is pretty nice but lacking on W10. Any suggestions?

I found Pic Collage which works well so far. I didn't think the free adobe photoshop app had any collage design features.
