No pen support in many image-viewing apps!

I have a Surface 3, and I often receive documents and jpeg images that I need to mark up with the pen and send back. I can't do this task in either Adobe Reader or any of the photo editing apps that I have - Windows own photos app, Fotor, Autodesk Pixlr and a few others. For marking up pdf 's, I bought Drawboard PDF, but to mark up a jpeg, I have to either bring it into OneNote or open it in Paint. Then instead of saving it as a jpeg, I have to take a screenshot. It's extremely cumbersome.

Am I missing something? Is there a setting haven't found? Is there an affordable image manipulation app that will allow me to open an image, draw or write on it with the pen, and save it as a jpeg, all in one step?
 
Have you tried Autodesk Sketchbook? https://www.sketchbook.com/

It's a professional drawing software which is free. You should be able to do what you need to do with it.

Other option is Adobe Creative Cloud but that's not cheap.
