It is a bug in the Windows 10 display driver provided by DELL.

You will find that many of the issues that are serious issues reported by people for Windows 10 are caused by bad drivers.

DELL support representatives basically pass the buck to Microsoft so that they won't have to stay on the phone with you. They get graded on how many calls they can take in an hour, as many call centers, so it is their job to do whatever it takes to make sure you aren't mad at Dell in as little amount of time as possible. What better way to do that than to make you blame someone else?

It's called, "Protecting their image at the cost of someone else."

Display issues have been reported in several models by several manufacturer's using the same Intel graphics as Dell. Other manufacturers using that same graphics chipset are not having the issues, because they provided proper drivers from Intel instead of trying to re-write their own. You may want to find the Intel drivers for your particular model and install them from the Intel website as opposed to going through Dell, if that is possible for you. I had issues with my Lenovo until I was able to get the direct drivers that were not tampered with by a 3rd party manufacturer.
