AT&T Unlocking outside US

Hello everyone,

I'm planning to buy an AT&T locked Nokia Lumia 920 from an online store here in The Philippines. I'm a Filipino by the way and I don't have an AT&T subscription. I'm just wondering if I can still unlock the phone through chatting with an AT&T representative at this link: PSA: You can now SIM unlock your Nokia Lumia 920 on AT&T | Windows Phone Central The procedure is just simply giving the IMEI and they will provide you the unlock code for the phone.

Can I unlock an AT&T Nokia Lumia 920 outside US through chatting with an AT&T representative?
 
You use too, but I think they ended that. You have to be a current or past customer now. Or know someone who is a AT&T customer that will lock it for you. The government stuck their big nose into it, to make it "fair" and only wound up screwing it up. And customers are only allowed 5 a year. I use to unlock phones for friends, but they changed it and now I have only 1 left, and that is for my 1520 that is coming in Monday...
