can't download apps.........

Has anyone experienced any app installation errors while trying to download apps on the Surface 2 with LTE? I've been trying to use the data.. My surface is actually connected to T-Mobile. The data is nice and fast, and I have no problems with connectivity. But whenever I try to download an app, I get errors. There is my problem.

After research, I find that these are update errors. They are dubbed "error code: 802002e" I have tried different apps, and they have received similar code names.
