Can't get a USB connection to work?

I'm trying to use the software recovery tool to roll back my Lumia 930 (on insider preview) before updating using the latest official release, but oddly enough I can't get my computer to recognize that the phone has connected. I've tried three cables across 2 pcs.

Anyone have any ideas on what's going on here?

Update, when restarting the phone it will very briefly connect but will disconnect as the phone boots, maintining only power.
