can't install drivers in Device Manager

I have a very annoying issue with my fresh windows 10 installation.
When i try to install some device drivers in device manager (like monitor)
windows is giving me the error "Windows encountered a problem installing the drivers for your device". This happens with some other devices too that i need to install the drivers manually.
I have tried clean boot, disabling driver verification and the sfc scan.
Why is this happening. It's driving me crazy.

Can I ask, why would a monitor need you to install a driver for it manually? Can you tell us the exact hardware whose driver you need to install?
