Change language and onscreen keyboard?

I've been trying to find the answer to this question, but maybe someone here knows better?

Can I buy the Surface RT in e.g. Germany and then change the language and onscreen afterward to e.g. English or even better Danish - as I'm from Denmark

I ask, because the Surface RT isn't launching in Denmark

And I'm dying to get rid of the iPad 1, where this was possible...

Well windows phone 8 has downloadable keyboard language packs, so I can't think why they wouldn't be on surface.
