Corrupted Install? Can't see phone settings or pictures sometimes

Hey everyone,
I just got a refurbished 950xl as rma replacement. I've reset the phone to factory install but occasionally I can't see phone settings or open images (on sd or phone)... Is this a corrupted install of windows 10? Is there a way to fix this via a fresh install from my pc?

I am on the most updated windows 10 version but the phone is pretty much unusable since I can't see pictures.
