Cortana competely broken "offline"

Recently been getting frustrated with Cortana saying, the internet and I aren't talking.

I have LTE and or wifi usually. Just last night I was at home with solid LTE and wifi and I couldn't even send a text message via cortana. I've had the same problem with trying to set and alarm or reminders and here saying no network basically. But I definitely have network. Regardless though, I thought one of the touted features was that she was supposed to be able to work offline? Especially for sending text, setting an alarm or reminders, these should definitely not require network.

Turning my phone off and on again seems to solve the problem (Lumia 1020 DP build 8.10.14219.341)

What are your experiences?

SMS will not work on WiFi only. It requires mobile network. Do you have T-Mobile and WiFi calling? You might need to disable WiFi calling to send SMS.
