There are no new articles in windows central. They are busy writing articles in advance so they can publish the hot news before any other site does. Usually windows central team gets to know things from Redmond much earlier than others.

Not really , they only get the developer builds along with other software testers , thats when the review earlier and post on date of embaro off . Same as the verge / neowin / winsupersite etc

too be honest , there wont be much windows 10 mobile news anyway, it be more around windows 10 desktop.windows 10 mobile will be disclosed in mobile world congress , where they talk about features whats new etc. what they going to show in few hours is more around their vision for future.
1. Show vision for future / windows 10 >> 21 jan ..ie how they merging the OS together / single store.. hence tickets for build go on sale on 22nd.
2. MWC - show windows 10 mobile features
3. talk more about windows 10 developers on build conference.

That only means that Windows 10 related phone news are going to come in March at MWC. Does anyone remember how it has worked last 3 yrs? They talk about OS, developers in Jan and Build. Consumer features in summer after Build. So you are really looking at March and April and that blog post confirms that.
