Att could of, if not blocked it, requested the feature be added (as in neither the 520 or 521 would have it, but ATT requested the feature for their model.), in a way to attract customers.
However, as you stated, we wont know till GDr2 is sent to the rest of the world's 520.

Except the phone has little to do with WiFi calling, it is the network that needs to be properly set up to use WiFi calling. Remember Gen3 Wifi calling, which is what T-Mobile is using, requires no special hardware, unlike their Gen1 UMA WiFi calling. Nokia really has nothing to do with T-Mobile's WiFi calling. Additionally, from what we've seen from photos of the mainboards of the 520 and the 521, there seems to be no difference in actual hardware other than an extra light sensor below the camera on the 521 (which would do nothing for WiFi calling).
There is ample evidence that the 520 and 521 are capable of supporting the double-tap-to-wake function. We can only speculate as to why only those AT&T 520s with GDR2 and amber were shipped with the double-tap-to-wake function enabled. The best way to get Nokia to add this function to the 521 is to call T Mobile and rack up the complaints. The lack of this function makes the 521 inferior to the 520 because it places much greater wear and tear at the ON/OFF button, and gives AT&T an unfair competitive advantage, even though the 521 is fully capable of supporting tap-to-wake. We need to use the weight of T Mobile to put pressure on Nokia to fix this problem, even if this requires the threat of leaving T Mobile.

•FM radio will not be available for Nokia Lumia 620, 810 and 928.
•Nokia Glance will not be available for Nokia Lumia 520, 521 and 625.
•Double Tap to awake will not be available for Nokia Lumia 520, 521, 620, 625 and 720, as it was dropped out last minute. Reason was found the user experience to be very bad (the touch sensitivity).
•Bluetooth v4.0 Low Energy (LE) technology will not be available for Nokia Lumia 925, 920 and 820.
•Nokia Smart Camera will be available to all – but the resolution and number of captured frames will be lowered in Nokia Lumia 520, 620 and 720 to ensure the overall experience remains excellent

I actually contacted Nokia care Chat and was told the following information (I was also curious to know why this feature did not work) all other features worked after Amber update

I have issue with that flawed explanation from Nokia. The AT&T badged Nokia 520 that comes preloaded with GDR2 and amber update has the double tap to wake function. If the user experience was bad with the double tap function, then on can disable this feature. Furthermore, if the user experience was so bad, then why is double tap available on the 1020? The sensitivity on 520 and 521 can be changed from normal to high.
Now we have more confirmation that NOKIA is just BSing its customers. This will only expedited BK land.
