Filtered out accounts under people still show up as contacts

Under people I have filtered out all the accounts that I don't want to show up. This works great for people but if you go to phone and search contacts, facebook friends with phone numbers show up. I figured filtering out my accounts would work everywhere on the phone. Is this a bug or how windows phone works?

This is how it works, at least in WP8.0 (I haven't installed the DP).

This is by design. It even says this under the option to filter out contacts.
