Getting notifications from apps that are set NOT to work in background!?

I have noticed recently I have been getting notifications from apps that I had disabled from running in background on my Lumia 950. Running lastest official build.
For example I am getting notifications from Facebook, Instagram, Duolingo, Candy crush...and all of them are set to "off" in background apps settings. I think this is affecting my battery.

Same here ! Background apps still run even I stopped them! That's buggy OS

Is it not working for everyone or would hard reset help?
