I can't help but feel like the 521 has a plastic like display when I use it. Compared to all my other phones, it just feels cheaper on the fingers and doesn't repel smudges and debris at all. Can anyone else help clear this up?

It's glass. As far as I know plastic doesn't conduct electricity, so you can't make capacitive screens with it.

It feels a lot like Plastic as my 520 feels like plastic too.

It's glass though, and i'm happy it is.

I put a Skinomi screen protector on and it feels better and isn't as bad with finger prints.

Yes a Skinomi skin works wonders on this phone. You can get one off of amazon for less.

There indeed phones out there with plastic displays. Its a type of plastic that will work with capacitive touch. One good example is the LG Optimus V on Virgin Mobile.
