Hard Reset Question In 8.1

Before when you did a hard reset it would download the apps again over your data connection I just did a hard reset and now all my shows are waiting for WiFi how can I get them to download over my cellular data?

Store -> Settings- Slide "Only get updates over WiFi" to the off position

You have to click on "waiting for WiFi " and accept to install over Data Connection.
