After about a month of trying to recover my windows live account I give up. I have put my windows phone in the drawer until somebody with an actual name from MS(non automated) contacts me directly.
I used my 2 year upgrade on a Nokia 928 from Verizon. After reading how much change there will be at MS and how they are taking the phone stuff more serious. Well after just a few months 8.1 came out and NO it was not available as a direct update.
But MS set up a developer preview and allows you to update the phone on your own. It was harder than jailbreaking an I-phone. I had to change live accounts and passwords and it just sucked. It especially sucked because its an upgrade for features that were readily available on my old phone.
Due to changing accounts and signing up for new ones I put the wrong password in and bam! locked
out of my account.
So the account password recovery uses these criteria
contacts
sent/received email subjects
previously used passwords
Verification code
I have no contacts, I signed(just days before getting locked out) up for this so I could download apps not save contacts,there are no contacts
I have no emails, again signed up recently and hadn't sent/received
I only had one password-the first one that I forgot!!!
My account is locked/blocked, so there is no verification code. Nobody at MS can tell me more about why i cant get that code
So im glad to report that I had not purchased any apps or music because I would have lost it in this instance. After endless conversations with MS chat agents, 1-800 agents, live account specialists, windows phone specialists and even a ZUNE agent the solution was to start a new account. The real pain in the **** I have to go back to Verizon to have them swap my contacts....that's right you cant just plug the phone into you pc and back it up.(little secret this whole system just sucks)
YEA THATS RIGHT PEOPLE! LOOSE YOUR PICS VIDS GAMES CONTACTS EVERYTHING IS GONE WHEN YOU LOOSE YOUR WINDOWS LIVE ACCOUNT/PASSWORD
I CAN SAY WITHOUT A SHADOW OF DOUBT THAT I WILL NOT USE, NOR WILL I RECCOMEND THIS PRODUCT UNTIL THE SUPPORT EXISTS SO THAT MY FUTURE PURCHASES ARE SAFE

By the way once you have escalated an issue with MS as I did if you do not constantly respond or ask questions the do nothing for you. my issue went untouched from the 12th to the 26th. the whole time i thought somebody was working on my issue.
After explaining that the account recovery link wasn't working i was told that I need a new account and that the case will be closed.....what kind of support is that?
