Hot spot question

My dad just got a surface 2 for his work (delta), and he's trying to figure out how to use his iPhone as a hot spot. Any ideas? It isn't connecting via Bluetooth and is saying from his iPhone that it doesn't support the device. Thanks!

I don't own a iPhone and have never used one but I asked my sister who has one and this is how she said you turn it on:

On the iPhone, Click Settings\Cellular then click Personal Hotspot. Slide to turn on and it will give you the necessary info to use to log in via the Surface.

My surface 2 connects to my iPhone's hotspot via WiFi no problem, I haven't tried Bluetooth though.
