how to activate aplha cortana in India?

Hi, I just updated my Lumia 720 with Lumia cyan to wp8.1.1 via developer preview program. My build version is 8.10.12400.899, as I can't install 12419 build as no Wi-Fi. So how to activate aplha cortana in India?
moreover I can't login in windows central WP8.1 app, don't know why. So my full details are as follows:-
1. Region- Country (India), regional format (English India)
2. Language- English (India)
3. Speech- English (UK) already installed so no need for restart update.
4. Keyboard- English (India), Hindi (Devnagari), Hinglish.
any settings that would be corrected, please tell me, I already tried soft-reset and restart phone.

Even I didn't get live folders with 12400 build, is it normal?

Note: I tried Cortana for 10minutes with language & region set to US, but now I want aplha cortana or don't want to change country.

Change your language to English (UK).

I got Cortana with above settings, but after 2 more updates, now I am on build 12419 & I got Cortana and live folder too.
