As the above comment mentions there is a registry hack if you want to have the shutdown button on your start screen. I have it on my surface 2.

What's the big deal about a power button there? Just swipe in tap settings and the power button. It's just one or two extra taps. Or just hold down the physical power button to put the device to sleep or a few seconds longer to power off.
