You volunteered. You also get the benefit of previewing the software. It will be free to all Windows Phones IF your carrier or OEM approves and pushes it. In many places carrier approval is not needed and Lumia as an OEM will push 10 to every device that is not carrier branded.

On the PC side; recent clarifications are that non-Genuine Windows 7 / 8 / 8.1 will update to non-Genuine 10 with a watermark on the desktop to indicate their status. Microsoft will make it "very attractive" to convert such systems to Genuine status.
