Is it safe to unlock my 521 from T-Mobile via a paid company?

unlocking 521 from t-mobile via a paid company

My phone wont get internet, called t-mobile several times with no help. So I could not use any of my data. They want me to spend another $100 activation for them to unlock. NO WAY! why would I do that if I cant get on line! So I want to use one of the companies I see online, for unlocking services. Are they legit? Which ones are known for ripoff & which ones can I trust? I prefer answer from someone that has experience, like a moderator.
 
Do you currently have phone service with T-mobile? If this is the case, then it is likely that the APN settings need to be configured to access your data.

Some unlocking services are legitimate, but they are hard to distinguish from the frauds and are often too expensive to make it practical. For the Nokia Lumia 521, it is actually cheaper to buy an unlocked version or a different model altogether.
