Is syncing themes between Windows 10 PC and Windows Phone 8.1 possible?

Can I synchronize themes between my Windows 10 PC and Windows Phone 8.1? Or are the two platforms not considered to be reciprocal anymore? And, is that the reason why I can't see the Red Stripe Deals' category on my Windows Phone 8.1 Store these days?
