latest update to microsoft messaging broke ability to send sms/mms

The latest update to microsoft messaging(3.23.16000.0) on my lumia 950 xl has broke my ability to send sms and mms messaged. I'm currently using Tmobile. I've manually entered the apn settings, and this still hasn't helped.

does anyone else have this issue?

Not on my L640xl as I'm on that build and can still send sms.
